Public sector: European services you already paid for

CAP monitoring, emergency mapping, and real-time water data already exist as European and Spanish services. Public decisions improve when someone turns them into tools a technician uses every morning.

What you can do today

Much of the work is already done (and paid for) with European budgets: free data, public APIs, and operational services with years of track record. This is what an administration can activate today:

CAP: satellite-based area monitoring (AMS)

EU regulations establish satellite monitoring of farm subsidies, with a traffic light per parcel and appeals backed by georeferenced photos, which count as evidence since 2025. Implementing Regulation (EU) 2026/148 unifies quality assessments. In Spain it covers the whole territory except the Canary Islands, Ceuta, and Melilla.

Water management with open data

SiAR offers an official API with evapotranspiration from more than 500 stations, and the European Drought Observatory publishes its combined indicator three times a month through public WMS services (CC BY 4.0). The Segura basin real-time hydrology network (SAIH) still has no public API: normalizing it is exactly our kind of work.

Emergencies and civil protection

Copernicus EMS rapid mapping has been operational since 2012, and EFAS warns of floods up to 10 days ahead. In the 2024 Valencia floods, activation EMSR773 quantified more than 53,000 affected hectares in 48 hours. A free service still underused by public administrations.

Planning with layers that already exist

How we make it land

We work as the developer for the public body: the multi-file panel that replicates the CAP traffic light before the administration does, the water viewer that normalizes the SAIH feed, or the integration of Copernicus EMS mapping into a regional command center.

And one scope note: the borders and internal security segment of the European catalog operates as B2G with data restricted to authorized users (Copernicus Security). Our focus is on civil services built on open data.

Land use changes that flag themselves

Each new Sentinel-2 image is compared with the previous one over the same area. The system measures NDVI (an index that tells you how much green vegetation there is) and marks where green turns into bare soil or a new roof. The output is a list of parcels with likely change, such as a shed, a greenhouse, or newly cleared land, so the planning office reviews only what really changed instead of the whole municipality.

Public works tracked month by month

We gather the full image series over the works site and build a timeline of progress: how much earth was moved and how much surface was built at each date. For bridges, dams, or buildings, EGMS (the European ground motion map: it compares radar passes from the satellite, a method called InSAR, and detects shifts of millimeters per year) flags if a structure settles more than expected. The site team gets an objective report for certification and control, without relying only on the visit.

A heat island map to prioritize investment

Land surface temperature (LST, how hot the ground or a roof is as seen from the satellite) comes from Landsat and is averaged over heatwave days. The result is a map of the neighborhoods that overheat the most. With it, a city decides where to plant trees, where to add shade, and which area to prioritize in the next investment plan, with a measured criterion instead of a guess.
